Armstrong student ACADIA "If you're going to spend as much as you will on the new Subtit': liners, you want to put every amount of garbage you can on top of that Mader added. Only Dean Daigle voiced some early concern as to the decision to keep the facility in operation. "If I had to vote today, based on what I've read, heard and seen I would vote to close the landfill," Daigle said. However, Mader pointed out that, as Department of Environmental Quality officials had stated at a briefing last week, "an operational landfill is an asset. The key is to market that asset." Mader went on to state that recent computations have indicated that, based on the current tax base, even without regionalization, the parish landfill is solvent for its duration and through the mandated 30-year postclosure period.

Should the jury decide to take in outside waste regionalize, as DEQ has suggested Mader predicted that the parish would realize tremendous profit. The new Subtitle regulations, which will be enforced beginning Oct. 9 by the Environmental Protection Agency, are expected to reduce from 30 to approximately 11 the number of operational landfills in Louisiana. Contestants making up the Armstrong Elementary team included LaNeese Mouton, Rivanda Martin, Niya Guidry, August Rochon, Roderick Romero and Claire Trahan. On hand for the Armstrong trophy presentation were Armstrong principal Darrell Cart, assistant principal regionalize," said Mader.

"All these other landfills that will be taking in waste from seven, eight or nine parishes will begin running out of space sooner or later and they'll be coming to you." In related action, the jury authorized Mader to begin drawing up specifications for lining for an additional 200 feet at the landfill. "We have 400 feet of space opened up," said Mader. "We can put down as much 'simple liner' as physically possible until October. After Subtitle kicks in, we have to meet the new liner regulations and that's going to cost four or five times more." Secretary-treasure Joe Arable cautioned the jury not to rush headlong into too many expenditures at the landfill. "You decided just today to keep the landfill open.

You should decide in what manner you will keep it open," Arable said. "If you decide to go into privatization (contracting with a private firm to operate the landfill), some of these costs can be passed along to the operator." Acting on the secretarytreasurer's concerns, Loute Thomas, solid waste committee chairman; Raymond Breaux, solid waste supervisor; Mader and Arabie were Linda Wilkerson, Spelling Bee coach Millie Migues and assistant Spelling Bee coach Theresa Miller. As stated by Chairman Rodney J. Trahan and Post Commander Dallas Domingue, "In the thirteen years that the Legion has sponsored the event, the 1993 crowd was the largest by far. Also, not only did more contestants attend, but what was more gratifying were the many parents that attended." Judges for the event were Sharron Lanbousy of Rayne Catholic, Theresa Miller of Armstrong Middle, Virginia Cormier of Branch Elementary and Cindy Credeur of Mire Elementary.
